Nearly 65% (64.8%) of Kansans support legalizing cannabis for adult use in the state in order to generate new tax revenue, according to the 2025 Kansas Speaks survey conducted by Fort Hays State University, which found 19.2% opposed to the reforms.  

The survey found 70.4% of respondents supported medical cannabis legalization in the state (14.2% opposed), while 58.8% backed adult-use legalization in general, with 24.5% opposed. 

The survey found a majority of respondents (65.4%) would likely vote for a state legislative candidate that backed medical cannabis legalization, with 16% unlikely.  

Support in the 2025 Kansas Speaks survey for cannabis reforms was slightly lower than the 2024 survey, which found 65.2% of Kansans backed legalizing adult-use cannabis for taxation; 72.9% support for medical cannabis legalization; and 61.3% support for adult-use legalization broadly. However, in 2024, just 60% of respondents said they would back a legislative candidate that supported medical cannabis reforms in the state. 

Kansas remains one of just four states that have not legalized cannabis for any purpose. 

The 2025 Kansas Speaks survey included a panel of 526 adult residents and was conducted from September 26 to October 14.
