Arizona cannabis legalization
Arizona voters opted to legalize adult-use cannabis during the 2020 General Election after a similar ballot initiative was narrowly defeated in 2016. Adult-use sales launched in the Southwestern state in early 2021, making it the fastest state to go from its legalization vote to the launch of a regulated adult-use marketplace — the move was spearheaded initially by the state’s robust medical cannabis program.
Recreational cannabis purchases carry a total tax rate of 21.6 % (a 16% excise tax plus the state’s standard 5.6% sales tax). Medical cannabis is taxed with a 6.6% state excise tax plus an optional 2-3% local tax, depending on the locality.
Cannabis possession & cultivation rules
- Adults aged 21+ can possess up to 28 grams of cannabis.
- Possession of cannabis concentrates is allowed up to 5 grams.
- Adult Arizonans are also allowed to cultivate up to six cannabis plants per person with a maximum of 12 per household.
